Information And Data Management Officer - NOA
Organizational Context
South Sudan faces a complex emergency with conflict, displacement, and recurrent outbreaks. WHO is strengthening field readiness, requiring reliable systems for information management. This role supports one operational corridor, working with various teams and maintaining information flow between different coordination structures, while also supporting other public health emergencies.
Job Purpose
The Information and Data Management Officer will lead information management, data coordination, analysis, visualization, and reporting for Bundibugyo Virus Disease (BVD) readiness and response within a high-risk corridor. The primary goal is to ensure accurate, timely, and decision-focused information is available to WHO, the Ministry of Health, County Health Departments, and partners. This information is crucial for operational planning, early warning systems, resource prioritization, performance monitoring, and effective response management to mitigate public health risks.
Responsibilities
Lead information and data management for the assigned operational corridor, developing aligned work plans. Establish and maintain clear data flows, reporting schedules, and defined roles from community to national levels. Coordinate data collection, consolidation, cleaning, validation, analysis, and secure storage. Develop and maintain databases, trackers, and line lists for various response elements. Ensure consistent use of data standards and reporting tools. Produce daily/weekly dashboards, maps, and situation summaries for leadership. Analyze trends, identify gaps, and recommend actions. Monitor key operational timelines and partner activities. Compile readiness indicators and support the development of scorecards and dashboards. Prepare information products for meetings and reports. Coordinate data exchange with existing health information systems, conduct data quality checks, and ensure data confidentiality and security. Supervise, mentor, and train data clerks and partners on data management practices. Support rapid data management during alerts and response operations, and maintain organized electronic repositories.
Work Experience
Essential: At least two years of professional experience in public health information management, surveillance data management, epidemiology, M&E, outbreak analytics, or emergency reporting. Experience in data management, cleaning, validation, analysis, and producing reports/dashboards. Experience developing databases and trackers. Experience coordinating data collection with various stakeholders. Experience providing technical guidance and training. Desirable: Experience in outbreak preparedness/response, with WHO/NGOs, in South Sudan or similar environments, and with specific health information systems (DHIS2, EWARS, etc.).
Skills
Strong knowledge of public health information management, surveillance data flows, and outbreak indicators. Strong quantitative, analytical, and problem-solving skills. Ability to translate complex data into actionable insights and visualizations. Proficiency in Microsoft Excel; experience with database and data collection tools (DHIS2, EWARS, KoboToolbox, ODK). Data visualization (Power BI, Tableau) and GIS software experience is desirable. Knowledge of statistical/programming software (R, Python) is an asset. Strong planning, organization, communication, and report-writing skills. Ability to work under pressure and travel to field locations.
