The World Health Organization (WHO) in Viet Nam is supporting the National Medical Council (NMC) in its reform efforts to establish a competency-based assessment system for medical practitioners. The NMC, established in 2025, aims to independently assess professional competence, separating training from licensing. This consultancy supports the development of national assessment toolkits and procedures, aligning with WHO standards and national regulations.
Job Purpose
This consultancy aims to provide high-level technical support to accelerate the establishment of a robust, standardized, and nationally credible system for medical practice competency assessment in Viet Nam. The role will support the National Medical Council (NMC) in developing four priority assessment toolkits and a standardized national procedure for their development. Key objectives include ensuring alignment with national regulatory requirements and international good practices, strengthening institutional and procedural foundations, and enhancing quality assurance throughout the assessment development process. The ultimate goal is to prepare for national competency-based examinations starting in 2027 and contribute to a high-quality medical education system.
Responsibilities
The consultant will conduct document analysis of Vietnamese legal texts and existing regulations to identify gaps and inconsistencies. They will perform international benchmark reviews of good practices and WHO documents related to competency-based assessment. The role involves iterative drafting, revision, and documentation of a standardized national procedure for developing medical practice competency assessment toolkits. This includes defining step-by-step processes, roles, responsibilities, and quality assurance mechanisms for exam questions. The consultant will also facilitate structured stakeholder consultations, monitor implementation progress, and coordinate with subcommittees. Additionally, they will develop training plans and materials for test writing, contribute to the development of assessment toolkits, and produce progress and final analytical reports, including risk analysis and recommendations.
Work Experience
Essential: At least 10 years of experience in healthcare or health administration, with proven experience in drafting administrative documents, guidelines, or regulations in the healthcare sector. Desirable: Experience developing or managing competency-based examination systems; experience working with the Vietnamese Ministry of Health or National Medical Council.
Skills
Essential: Good understanding of the Vietnamese healthcare system, medical training institutions, and regulatory documents; understanding of the National Medical Council's mandate; ability to draft administrative documents and guidelines; proficiency in office software (Word, Excel, PowerPoint) and document searching; basic project planning skills; strong coordination and stakeholder engagement skills. Desirable: Knowledge of competency-based assessment methodologies; familiarity with university-level exam question construction procedures in Vietnam; ability to monitor progress and manage risks. Essential: Fluent in Vietnamese (reading, writing, speaking) and working proficiency in English.
