Organizational Context
The World Health Organization (WHO) office in Fiji, specifically the Division of Pacific Support (DPS), is seeking a Monitoring, Evaluation, Research and Learning (MERL) Officer. This role operates within the Sexual and Reproductive Health (SRH) and HIV Unit of the Ministry of Health and Medical Services, with co-supervision from WHO DPS. The officer will report operationally to the SRH and HIV Unit Lead and administratively to the Public Health Specialist at WHO DPS.
Job Purpose
The primary purpose of the Monitoring, Evaluation, Research and Learning (MERL) Officer is to strengthen the national MERL framework for HIV, STI, BBV, and sexual health outcomes in Fiji. This involves developing and harmonizing indicators, aligning data collection tools with international standards, conducting evaluations, and building capacity within the Ministry of Health and Medical Services and its partners. The role aims to improve program effectiveness through robust data analysis, evidence generation, and the dissemination of best practices, ultimately contributing to better health outcomes and informed decision-making in sexual health and HIV prevention and treatment programs.
Responsibilities
Key responsibilities include developing and implementing a national MERL framework and indicator matrix for HIV, STI, BBV, and sexual health. This involves reviewing existing strategies, harmonizing indicators, and defining data sources. The officer will design and align data collection and reporting tools with WHO and UNAIDS frameworks, assessing and addressing gaps. Conducting baseline and midline evaluations, including community surveys, is crucial, requiring the development of protocols and instruments. Developing Standard Operating Procedures (SOPs) and operational tools for MERL framework implementation, adapting global tools to national contexts, is also a core duty. Furthermore, the role involves delivering capacity-building workshops and training for M&E focal points, providing mentorship, and contributing to operational research and learning studies. The officer will ensure ethical standards, GEDSI considerations, safeguarding principles, and secure data management are upheld throughout all MERL activities.
Work Experience
A minimum of two years of experience in Monitoring & Evaluation (M&E) or research within the health or general science sector is required. Experience in sexual health or HIV programs is considered an advantage.
Skills
Proficiency in data analysis. Competencies include fostering integration and teamwork, producing results, self-management (handling ambiguity and pressure, continuous learning), and strong communication skills (clear expression, active listening, effective written communication, information sharing).
