Organizational Context
The World Health Organization (WHO) in Rwanda aims to strengthen national efforts in preventing and controlling Non-Communicable Diseases (NCDs) and mental health conditions. This role supports the implementation of global action plans for NCDs and mental health, contributing to reduced premature mortality and improved population well-being.
Job Purpose
The purpose of this role is to provide technical expertise and support to the Ministry of Health in Rwanda for the development, implementation, monitoring, and evaluation of integrated policies and strategies for Non-Communicable Diseases (NCDs) and mental health. This includes strengthening national capacity for prevention, management, and surveillance of NCDs and mental health conditions, fostering multi-sectoral collaboration, and supporting resource mobilization. The role is crucial for aligning national efforts with global action plans and ensuring the delivery of quality care services, ultimately contributing to a reduction in the burden of NCDs and mental health issues in the country.
Responsibilities
Support the Ministry of Health in developing, implementing, monitoring, and assessing integrated policies and strategies for NCDs (including cardiovascular diseases, diabetes, cancer, chronic respiratory diseases, sickle cell diseases, oral health, eye and ear health, violence, and injuries) and mental health conditions. Provide technical assistance for developing guidelines on community-based approaches and affordable strategies for quality care. Enhance country capacity building through technical advice and support for action plans aligned with global NCD and mental health strategies. Forge partnerships and networks to promote multi-disciplinary and multi-sectoral collaboration. Assist in resource mobilization for WHO's technical support. Support data collection, research, and information dissemination for policy and program development, advocacy, and awareness-raising. Liaise with national authorities, partners, and WHO technical staff. Prepare technical and administrative reports and presentations. Perform other assigned duties.
Work Experience
Essential: At least five years of relevant professional experience in planning and implementing public health programs. Desirable: Experience working with WHO/UN or other international health partner organizations.

Analytical and problem-solving skills; statistical, monitoring, and evaluation skills; ability to lead policy dialogue, advocacy, and partnerships; knowledge and experience in NCD prevention and management, coordination, training, surveillance, and evaluation; good communication skills; ability to interact with health professionals; strategic work capacity under tight deadlines; effective interpersonal skills for teamwork in diverse settings; proficiency in MS Office applications (Word, spreadsheet, data analysis); ability to search information on the internet.
