Organizational Context
The Ministry of Health in Mozambique, through its Health Information Department, is consolidating the National Health Information System (HIS) Policy. While progress has been made in defining principles and strategic objectives, technical and normative alignment gaps necessitate expert review. This consultancy aims to finalize the policy document with technical and legal rigor, ensuring institutional conformity, applicability, and sustainability.
Job Purpose
The purpose of this consultancy is to revise, harmonize, and finalize the National Health Information System (HIS) Policy for Mozambique. The role will ensure the policy is comprehensive, clear, concise, and free of ambiguities, contradictions, and inconsistencies. It will align the policy with national and international legal instruments, including laws, regulations, and sectoral strategies related to data and information systems. The ultimate goal is to produce a final version of the HIS Policy, ready for institutional submission and approval, which will effectively guide the digital transformation and integrated management of health information within the country.
Responsibilities
The consultant will conduct a thorough document review, developing a preliminary list of documents for consultation and a work plan. Responsibilities include revising the policy's language and structure for legal conformity, identifying and correcting ambiguities, contradictions, duplications, and inconsistencies. The consultant will also ensure alignment with all relevant national laws, policies, and regulations, as well as international instruments pertaining to data and information systems. Findings will be documented, and a first revised version, with all changes tracked, will be prepared for discussion with the Health Information Department.
Work Experience
A minimum of 5 years of professional experience in health information systems, policy development, or public health program management is required. Experience in legal review, harmonization of policies with national legislation, and working within governmental or international health organizations is essential.
