Organizational Context

The WHO Performance, Financing and Delivery department strengthens health financing, governance, and economic policies to achieve universal health coverage. It supports countries in developing sustainable health systems and ensuring access to quality services without financial hardship. The UHC Knowledge Hub specifically focuses on securing fiscal space for health and improving financing systems, advising senior officials in Ministries of Health and Finance.

Job Purpose

This role supports the WHO UHC Knowledge Hub's workplan, focusing on implementing activities related to health financing policy and public financial management. The purpose is to contribute to capacity-building initiatives, develop training materials, and facilitate information sharing among partners. The position also involves undertaking special projects, managing project tasks, preparing reports, and supporting the organization of high-level events. Analytical work in health financing and economics is key, contributing to policy briefs and publications, while also ensuring smooth administrative operations for the hub.

Responsibilities

Support the implementation and monitoring of the WHO UHC Knowledge Hub's workplan, ensuring objectives and priorities are met. Organize and facilitate capacity-building activities focused on health financing policy and public financial management. Develop training materials for capacity-building initiatives in collaboration with WHO Geneva teams. Facilitate information sharing among UHC Knowledge Hub partners and WHO stakeholders. Manage special projects and initiatives, including preparing annual reports and monitoring contributions. Participate in visibility and coordination activities, organizing high-level fora and events. Conduct analytical work in health financing, public financial management, and economics, contributing to policy briefs and publications. Support administrative operations, including procurement, communications, and IT, in compliance with WHO procedures.

Work Experience

Essential: Five years of experience in health financing. Demonstrated experience in organizing, facilitating, and designing training materials, capacity-building activities, and high-level forums/meetings. At least three years of international exposure relevant to the role, including training organization and project management. Desirable: Experience with WHO/UN, international agencies, or bilateral agencies.

Skills

Demonstrated organizational and coordination skills. Strong analytical and writing abilities for policy issues and briefing materials in health financing, public financial management, and economics. Sound knowledge of health financing approaches in various income settings. Proven skills in health financing system reviews and public financial management analysis. Tact, diplomacy, and ability to motivate partners. Expert knowledge of English. Intermediate knowledge of French is desirable.
