Organizational Context
The World Health Organization (WHO) strengthens health systems globally to prevent, detect, and respond to health threats. The Pandemic Fund provides financing for preparedness and response capacities, particularly in low- and middle-income countries. Malaysia received funding for the 'Data to Action' project, and WHO, as an implementing entity, will support its execution.
Job Purpose
This consultancy aims to provide technical support to the WHO Country Office in Malaysia for the implementation, monitoring, and evaluation of activities funded by the Pandemic Fund. The consultant will be responsible for coordinating and overseeing the day-to-day execution of project activities, ensuring effective reporting, stakeholder engagement, and technical support. The role is crucial for the successful implementation of grant funds, contributing to stronger pandemic preparedness and response systems in Malaysia and aligning with WHO's mandate to enhance global health security and resilience.
Responsibilities
Coordinate the daily implementation of project activities as outlined in the workplans. Liaise with government counterparts, including the Ministry of Health, and other relevant ministries, departments, and technical partners. Develop detailed action plans for project activities and monitor their physical and financial progress. Collect and organize project data, preparing comprehensive reports for donors and stakeholders, as well as presentations. Facilitate multisectoral coordination, communication, and operational planning. Develop communication and visibility products for the project, adhering to reporting guidelines. Organize project-related events, such as launches and publications. Prepare briefing notes and talking points for senior management. Submit monthly consultancy reports and final technical reports.
Work Experience
Essential: At least two years of relevant experience in health project coordination and management. Desirable: Experience working with government sectors or UN/international organizations. Experience in multi-stakeholder coordination within development cooperation contexts.
Skills
Advanced proficiency in office software (MS Word, Excel, PowerPoint) and database management. Strong problem-solving skills for identifying challenges, analyzing data, and providing recommendations. Excellent communication and interpersonal skills for effective reporting, presentations, and stakeholder engagement. Proven ability to work collaboratively in teams, fostering cooperation and innovation. Expert knowledge of English and Malay.
