Job Purpose
The Technical Manager, Strategic Sourcing & Supply, is responsible for managing strategic sourcing and supply activities for a portfolio of innovative health products. This role supports market-shaping and strategic access initiatives by providing technical guidance, identifying access barriers, and designing interventions. The position ensures sourcing strategies align with Unitaid's policies and objectives, facilitating access to essential health commodities through engagement with diverse stakeholders including governments, manufacturers, and international organizations. The role also involves monitoring market developments and contributing to knowledge management and capacity building.
Responsibilities
Manage strategic sourcing and supply for innovative health products, supporting market-shaping and access initiatives. Ensure sourcing strategies comply with Unitaid policies on quality assurance and public procurement. Provide strategic and operational guidance to achieve supply-side objectives through efficient and innovative approaches. Serve as a technical resource for portfolio reviews, access barrier identification, root-cause analysis, and market intervention design, including manufacturer negotiations. Oversee the implementation of supply-side interventions by engaging with governments, manufacturers, financing organizations, and other partners. Collaborate with relevant institutions to align strategies for manufacturer engagement, procurement, pricing, and supply terms. Guide the design and maintenance of data systems for product and market information to support decision-making. Monitor market evolution and sourcing/delivery developments for Unitaid's portfolio. Participate in project oversight teams and engage with international organizations, governments, and industry. Conduct analyses and manage knowledge on sourcing, market coordination, and delivery. Contribute to knowledge products and coordinate capacity-building initiatives.
Work Experience
Essential: Minimum 7 years of progressive experience in market access and industry engagement for health products (HIV/AIDS, TB, malaria, maternal/child health). Minimum 5 years of international experience in designing and executing strategic market-based approaches for health commodity access in resource-limited settings. Established networks with government stakeholders, development financing agencies, NGOs, procurement agents, and manufacturers. Experience in low- or lower-middle-income countries. Desirable: Experience with information management systems for supply and delivery, regulatory affairs, quality assurance, intellectual property, and leading cross-functional teams.
