Job Purpose
The Digital Health Monitoring and Evaluation (M&E) Officer will play a pivotal role in assessing and enhancing the performance, adoption, data quality, and long-term sustainability of digital health systems within Vanuatu. This position is integral to tracking key performance indicators, identifying implementation challenges, and translating M&E findings into actionable strategies. By working closely with the Ministry of Health and WHO, the officer will contribute to data-driven decision-making, ensuring that digital health investments effectively support public health and clinical services, ultimately leading to a more robust and responsive health system. The role is designed to foster continuous improvement and facilitate the transition of digital health initiatives towards full government ownership.
Responsibilities
The Digital Health M&E Officer will be responsible for monitoring and evaluating the performance of various digital health platforms, including DHIS2, EWARS, Go.Data, and supply chain systems. This involves tracking reporting rates, timeliness, and completeness, as well as monitoring program-specific indicators and early warning systems. The role includes assessing data quality, evaluating the effectiveness of interventions, and analyzing system usage for decision-making at all levels. Furthermore, the officer will translate M&E findings into practical corrective actions, such as system configuration updates, workflow improvements, and user support. Responsibilities also extend to identifying competency gaps, recommending training, and escalating unresolved issues. The officer will provide secretariat support to key digital health steering committees.
Work Experience
Essential: Minimum of five years of experience in information systems, digital health, M&E, or health program implementation. Proven experience in data quality assessment, performance analysis, and developing monitoring tools and dashboards. Experience translating analysis into corrective actions and working with multidisciplinary teams. Desirable: Experience with WHO digital health platforms, supporting public health programs, change management, and working in resource-constrained settings.
