National Consultant - Health Sector Statistical Indicator System, Viet Nam
Organizational Context
The World Health Organization (WHO) in Viet Nam, in collaboration with the Ministry of Health (MOH), is working to update the Health Management Information System (HMIS). This initiative is crucial for effective health policy formulation and decision-making, aligning with the 2026–2027 Workplan and GPW 14 Output 3.3. The role supports the revision of Circular No. 23/2025/TT-BYT to modernize statistical reporting.
Job Purpose
The purpose of this consultancy is to provide expert national technical support to the Ministry of Health (MOH) in Viet Nam for the comprehensive review and revision of the Health Sector Statistical Indicator System and its associated reporting forms. This role is critical for ensuring the system aligns with current legal, institutional, and technical changes within the health sector, including new laws, restructured units, and emerging health programs like the Health Target Programme 2026–2035 and Project 06. The consultant will contribute to modernizing the statistical reporting framework to support digital transformation priorities and evolving management needs, ultimately enhancing the quality and availability of health data for policy and decision-making. The work directly supports the WHO's 2026–2027 Workplan and GPW 14 Output 3.3.
Responsibilities
The National Consultant will provide technical assistance to the Health Statistics Division and other stakeholders in reviewing and updating the health statistical indicator system and reporting forms. Key responsibilities include: conducting a comprehensive review of the implementation of Circular No. 23, identifying gaps, and proposing revisions; updating and supplementing the indicator system to reflect revised functions and mandates of MOH units and health programs; drafting annexes for the Circular, including new reporting requirements for community mortality and cause-of-death data; revising primary recording registers and aggregate reporting forms at commune, provincial, and national levels; organizing and participating in stakeholder consultations and technical meetings to gather input and consolidate agreements; revising the main Circular text and annexes based on feedback from legal appraisals and stakeholder reviews; and preparing the final package for promulgation. The consultant will also contribute to a comment-response matrix for all feedback received.
Work Experience
A minimum of 10 years of relevant experience in public health or statistics is required, with a focus on developing statistical indicator sets and formulating statistical policies. Familiarity with health information systems, statistical methodologies, and applying relevant software is desirable. Experience in Viet Nam's health sector is advantageous.
Skills
Strong project management and organizational skills. Excellent written and spoken English and Vietnamese communication skills. Expertise in public health statistics, indicator development, and health information systems.
