Organizational Context
Following a major earthquake in March 2025 that damaged health infrastructure in Myanmar, WHO conducted assessments revealing critical gaps in WASH and healthcare waste management. To address these urgent needs, WHO is implementing targeted interventions in 10 selected secondary hospitals. This National Technical Officer role provides essential technical oversight for these rehabilitation efforts.
Job Purpose
The purpose of this role is to provide specialized technical support for the restoration and scaling up of Water, Sanitation, and Hygiene (WASH) and healthcare waste management systems in selected hospitals in Myanmar. The incumbent will contribute to improving the resilience of health facilities against emergencies, mitigating infection risks, and ensuring essential services are restored. This involves assessing needs, supervising rehabilitation works, and ensuring alignment with WHO standards, ultimately strengthening the healthcare infrastructure in earthquake-affected areas.
Responsibilities
The National Technical Officer will provide specialized technical support for the restoration and scaling up of WASH and healthcare waste management systems in 10 selected hospitals. Key duties include assessing rehabilitation requirements, supervising engineering and renovation works performed by third parties, and supporting the design and installation of water systems, sanitation facilities, and waste management improvements. The role also involves building local capacity, ensuring compliance with WHO standards and the Environmental Social Safeguarding Framework, developing detailed bills of quantities and drawings, and coordinating with national health authorities, hospital management, and contractors throughout the project lifecycle.
Work Experience
Experience in assessing WASH infrastructure needs in healthcare facilities and supervising rehabilitation works is required. Experience in project implementation, including developing technical specifications and coordinating with multiple stakeholders, is also necessary. Familiarity with WHO standards and procurement processes is advantageous.
