Organizational Context

The World Health Organization (WHO) in Yemen aims to establish an effective country presence to implement WHO country cooperation strategies. These strategies align with Yemen's health and development agendas and are harmonized with the United Nations country team. This role supports the WHO Representative's Office in Aden.

Job Purpose

The Programme Management Officer is responsible for ensuring the effective implementation of WHO collaborative programmes in Yemen. This involves strategic and results-based operational planning, programme budgeting, resource allocation, and monitoring. The role supports technical dialogue between the country and regional offices, ensuring alignment with country cooperation agreements and public health program execution. It also involves managing grants, budgets, and reporting, particularly in emergency settings, to achieve quality results and inform strategic decision-making.

Responsibilities

Coordinate technical dialogue between WHO country and regional offices for strategic and operational planning, including the country cooperation strategy. Support the head of the WHO country office and senior staff in implementing the one-planning and monitoring approach. Oversee results-based management, including grants, budgets, work planning, and resource allocation for public health programs. Collaborate on resource mobilization activities and ensure the appropriate use of funds. Administer planning, performance monitoring, analysis, and reporting for program initiatives, including in emergency settings. Prepare briefings, proposals, reports, and advocacy documents. Organize program management meetings and capacity-building activities, ensuring follow-up on action points. Implement and propose improvements for management processes and standard operating procedures. Promote integrated approaches and cross-programme collaboration. Administer capacity-building programs for results-based management processes and tools. Apply the WHO Emergency Response Framework for performance analysis and remedial actions.

Work Experience

Essential: Minimum of five years of relevant work experience in program or project management within public sector, international development, or public health programs. Desirable: Experience in program management, familiarity with WHO processes and policies, and some international experience.

Skills

Ability to lead and coordinate multidisciplinary teams, projects, and programs. Experience in delivering public health programs. Facilitating strategic planning processes. Results-based management, work planning, monitoring, and evaluation. Analytical and logical thinking skills. Excellent oral and written communication for reports and presentations. Quantitative and qualitative analysis capabilities.
