Job Purpose
This role supports the WHO Country Office in Cyprus by leading a team or taking accountability for service delivery within specialized operational areas such as human resources, procurement, or IT management. The position ensures efficient and effective operational support, aligning with WHO's mandate to promote healthier populations, manage health emergencies, and protect vulnerable groups through Universal Health Coverage. The incumbent will contribute to the smooth functioning of the office by managing transactions, ensuring quality assurance, and facilitating continuous learning and process improvements within their operational domain.
Responsibilities
Supervise service delivery and transactions in human resources, procurement, and/or IT management. Manage a team of support staff, ensuring efficient and effective service administration. Ensure quality assurance of work products and processes, adhering to WHO procedures, guidelines, and policies. Justify and escalate procedural exceptions as needed. Facilitate the capture and sharing of best practices and promote continuous learning within the team. Propose improvements to enhance team performance. Provide technical knowledge and interpret relevant procedures, rules, and regulations to clients, staff, and partners. Ensure consistency in approach and compliance with regulations. Undertake delegated certifications and approvals. Manage processes and transactions aligned with business plans and WHO regulations. Conduct training for clients and staff on business operations support. Identify and implement improvements for optimal client service, efficiency, and effectiveness.
Work Experience
Essential: Minimum of eight years of progressive work experience in administrative support services and transactions, including finance, human resources, procurement, or IT management support. Desirable: Experience within WHO or another UN agency, and familiarity with Oracle-based or other ERP systems.
Skills
Ability to brief and explain administrative procedures; Team management and facilitation; Strong interpersonal skills; Flexibility to adapt to competing priorities in a fast-paced environment; Proficiency in computers, office software, web-based management systems, ERP systems (e.g., Workday); Emotional intelligence.
