Organizational Context
The WHO Western Pacific Regional Office (WPRO), within the Regional Director’s Office (RDO), focuses on advancing strategic priorities through partnerships and financing. The External Relations and Partnerships (ERP) unit enhances WHO's visibility, partnerships, and resource base by engaging with external stakeholders, developing engagement strategies, and supporting outreach. ERP provides support throughout the resource mobilization lifecycle.
Job Purpose
This consultancy aims to build a roster of qualified candidates to provide expert grant and investment case writing services. Consultants will translate technical priorities into compelling funding proposals and investment-ready narratives. They will coordinate inputs from various stakeholders, ensuring alignment with donor requirements and WHO strategic objectives. The role is crucial for securing funding to advance public health initiatives in the Western Pacific Region, contributing directly to the organization's mission and the Fourteenth General Programme of Work.
Responsibilities
Develop, write, and submit funding proposals, concept notes, and donor-facing materials tailored to specific requirements. Source and synthesize evidence, indicators, and case studies to create impact-oriented narratives. Translate internal budget information into donor-friendly formats and draft budget narratives. Draft correspondence and talking points for donor engagement. Develop investment cases and financing proposals, coordinating complex multi-stakeholder processes. Ensure proposals and investment cases align with UN and WHO principles, including SDGs, gender, and climate considerations. Manage proposal development timelines, coordinate inputs, and ensure quality assurance and compliance with donor and WHO standards. Participate in after-action reviews to improve future processes.
Work Experience
Band B: More than five years of relevant experience in developing multi-million dollar funding proposals or investment cases for public health, humanitarian, climate, or development programs, with a proven international track record. Band C: Over ten years of similar experience. Desirable experience includes working with WHO/UN, managing multiple stakeholders, coordinating multi-country proposals, and experience with diverse donors or in the Asia-Pacific region.
Skills
Excellent writing and editing skills for persuasive narratives. Ability to synthesize technical information quickly. Strong organizational and coordination skills for managing multiple stakeholders and deadlines. Understanding of results-based management approaches. Ability to interpret and apply donor requirements. Initiative and problem-solving skills. Proficiency in Microsoft 365, SharePoint, and Power BI.
