Organizational Context
The Global Health and Peace Initiative (GHPI) is a WHO-led effort launched in 2019, with ongoing development of its roadmap through Member State consultations and World Health Assembly resolutions. This consultancy supports the WHO Regional Office for Africa (AFRO) in implementing GHPI, focusing on Resolution WHA77.9 and collaborating with WHO Headquarters. The role aims to enhance project conceptualization, development, and implementation within WHO Country Offices.
Job Purpose
This consultancy aims to provide crucial additional capacity to the WHO Regional Office for Africa (AFRO) for the effective implementation of the Global Health and Peace Initiative (GHPI). A primary focus will be on operationalizing the recently adopted Resolution WHA77.9, requiring close collaboration with the Interagency Policy for Emergencies (IPE) Unit at WHO Headquarters and within AFRO. The role also serves to support WHO Country Offices across the region in conceptualizing, developing, and implementing projects aligned with the broader 'health and peace' approach. This includes offering technical support for program design, implementation, monitoring, and evaluation, alongside capacity-building, advocacy, and partnership development efforts to advance the GHPI's objectives.
Responsibilities
The consultant will prepare engagement and awareness-raising materials for GHPI, targeting WHO Country Office staff and partners, including presentations on the 'Health and Peace' approach and the GHPI's regional value. Technical support will be provided to AFRO and Country Offices for the design, implementation, and monitoring & evaluation of 'Health and Peace' programming. Responsibilities include contributing to capacity-building materials and training delivery for WHO staff and other stakeholders. The role involves supporting global learning and research on health and peace, integrating research findings into communication and advocacy tools, and advocating for and contributing to fundraising for GHPI implementation at regional and country levels, including proposal writing. Additionally, the consultant will support the development of an operational framework for GHPI implementation within AFRO.
Work Experience
Essential: A minimum of 5 years of experience relevant to the 'health and peace' approach, including peacebuilding, conflict analysis, conflict-sensitive programming, the Humanitarian-Development-Peace Nexus, public health, or humanitarian response in conflict settings. Desirable experience includes integrating peace outcomes or the 'do no harm' principle into health/humanitarian sectors, providing technical support, fundraising, working in conflict/post-conflict settings, and experience with international organizations.
Skills
Ability to summarize technical information clearly and concisely. Strong writing and presentation skills. Strong organizational skills with the ability to work proactively, independently, multitask, and produce results under pressure. Excellent interpersonal skills with political awareness, diplomacy, tact, and courtesy. Expert knowledge of French and intermediate knowledge of English.
