Job Purpose
The primary purpose of this role is to provide comprehensive technical and coordination support for health workforce (Human Resources for Health - HRH) initiatives, with a strong emphasis on data analytics, robust workforce information systems, and advanced modelling techniques. This involves hands-on data analysis, meticulous technical documentation, and effective facilitation of multi-stakeholder engagement to ensure the implementation of evidence-informed policies. The position aims to strengthen HRH initiatives in alignment with national priorities, specifically by enhancing health workforce information systems, advancing data analytics and workforce modelling, and contributing to evidence-based policy, planning, and governance. This ultimately supports the development of strengthened and resilient health systems, aligning with the WHO Global Strategy on Human Resources for Health: Workforce 2030 and GPW 14, which prioritize improved availability, accessibility, acceptability, and quality of health workers through integrated data systems like National Health Workforce Accounts (NHWA).
Responsibilities
The Health System Officer will undertake key responsibilities across four critical areas. In Health Workforce Data and Information Systems, the officer will map and assess HRH registries and information systems, including National Health Workforce Accounts (NHWA). This involves compiling and synthesizing comprehensive workforce data to facilitate robust analysis, reporting, and informed decision-making. Furthermore, the role requires identifying system and data gaps and proposing evidence-based solutions to strengthen the overall HRH data ecosystems. For Health Workforce Analytics and Modelling, the officer will conduct in-depth analysis of HRH datasets and databases to generate actionable insights. This includes supporting the development of essential monitoring frameworks, indicators, and analytical tools, as well as meticulously documenting modelling methodologies, assumptions, and outputs to translate complex findings into clear, policy-relevant insights. In Policy and Knowledge Support, responsibilities encompass developing impactful policy briefs, technical reports, presentations, and other knowledge products related to HRH. The officer will also prepare technical summaries and background documents to inform critical policy and planning processes, undertake analytical deep-dives into priority health workforce challenges, and contribute to the development of training materials and toolkits, providing crucial analytical and validation inputs. Lastly, for Stakeholder Coordination, the role involves organizing and facilitating effective meetings, workshops, and technical consultations with various partners.
Work Experience
Essential: Minimum two years of experience in health workforce, health systems, or public health programs, with a demonstrated understanding of HRH governance and regulatory frameworks. Desirable: Five years of relevant experience in health workforce areas, including large dataset analysis, health workforce analytics, or health information systems projects. Experience with government systems, inter-sectoral coordination, or HRH modelling is also desirable.
