Job Purpose
The Data Manager will play a key role in establishing and managing a digital platform for the collection, management, and analysis of data related to the HPV vaccine introduction and cervical cancer elimination project in the Democratic Republic of Congo. This position supports the project's objective of reducing mortality and morbidity from cervical cancer by ensuring timely and accurate data for monitoring and evaluation. The Data Manager will work under the supervision of the WHO Project Coordinator and the Health Information Management Officer, contributing to the improvement of data management and real-time information flow to guide project implementation. This includes training healthcare personnel, supporting data collection and analysis, and presenting findings to stakeholders, ultimately enhancing the project's effectiveness and impact.
Responsibilities
The Data Manager is responsible for designing data collection tools and protocols, and implementing data management systems compliant with WHO standards. This includes ensuring data quality through regular checks and validation procedures. The role involves analyzing and interpreting data using statistical software, and presenting findings to stakeholders. Additionally, the Data Manager will organize training sessions for field staff, provide ongoing technical support, and update best practices in data management. Key deliverables include improving data management and flow for real-time project guidance, inventorying data collection tools, training personnel on digital tools, maintaining and sharing databases, centralizing data for dashboard updates, strengthening data cleaning and consistency checks, supporting epidemiological analysis, assisting with data collection for reports, utilizing SNIS and DHIS2 for data analysis, and participating in relevant meetings to present progress and propose solutions.
Work Experience
Essential: At least one year of experience in effective data and information management. Proven experience with data collection tools such as DHIS2 Tracker, Kobo/ODK, Google Forms, and Zoho. Confirmed experience using data analysis and visualization software (e.g., MS Excel, SPSS, STATA, R, ArcGIS, Power BI, Teams). Knowledge of data management systems in emergency and relief operations is required, as are proven skills in data collection, evaluation, analysis, and monitoring within a public health context. Experience with electronic databases and mobile health solutions is also necessary.
