National Consultant On Health Information Governance

The WHO Country Office in Ukraine supports the government's health information system strengthening, focusing on digital transformation and EU alignment. Ukraine's EU candidate status drives reforms in digital health and data governance, necessitating modernized legislation, improved governance, system interoperability, and stakeholder coordination.
Job Purpose
The National Consultant on Health Information Governance will provide crucial technical, analytical, and coordination support to enhance Ukraine's health information governance framework. This role is vital for reviewing legislation, institutional mandates, data flows, digital health initiatives, medical statistics, data protection, and interoperability, ensuring alignment with EU standards and principles like GDPR and EHDS. The consultant will contribute to modernizing the health information system in response to Ukraine's EU accession path.
Responsibilities
Key responsibilities include conducting desk reviews of health information governance legislation and updating them against EU requirements. The consultant will develop a legal and institutional accountability matrix, map relevant institutions, and identify governance gaps. They will prepare analytical notes on depaperizing medical statistics and assess opportunities for automated reporting to improve data quality. Additionally, the role involves preparing briefs on EU and EHDS alignment, including gap analysis and recommendations for cross-border data exchange and secondary use of health data. Support for technical consultations with stakeholders through meeting materials and documentation is also required, culminating in a final report summarizing findings and recommendations.
Work Experience
Essential: Minimum 5 years of professional experience in health information systems, digital health governance, health data management, public health reporting, or health policy. Demonstrated experience in legislative review, policy document development, strategy formulation, analytical brief creation, or health sector governance frameworks. Experience in coordinating multisectoral consultations is also required. Desirable: Experience with EU health regulations, GDPR, interoperability standards, health system reform, HIS modernization, or WHO/UN agency work.
Skills
Essential: Strong understanding of health information architecture, data flows, reporting systems, digital registries, statistical data collection, institutional mandates, data governance, and interoperability. Strong analytical skills for synthesizing complex information and providing actionable recommendations. Ability to prepare high-quality reports, strategies, policy briefs, and presentations in English. Good coordination and communication skills for working with diverse stakeholders. Desirable: Knowledge of the Ukrainian health system, ESOZ, SOE eHealth, and EU health data regulations.
