Organizational Context
The World Health Organization (WHO) Regional Office for Africa in Brazzaville supports 47 country offices. The Human Resources Unit aims to efficiently deliver a new HR service model, serving as the primary contact for HR matters for senior management and approximately 2700 staff. This HR Assistant role provides crucial administrative and HR support to the HR sub-team, operating within a centralized, one-stop-shop service environment.
Job Purpose
The HR Assistant provides essential administrative and HR support to the Human Resources sub-team within the WHO Regional Office for Africa. This role is integral to the efficient delivery of HR services across the region, supporting various HR functions including recruitment, contract administration, and staff entitlements. The incumbent acts as a key support for specific clusters, ensuring adherence to WHO Staff Rules and Regulations. By managing HR transactions, monitoring actions, and liaising with internal HR experts and global service centers, the HR Assistant contributes to the smooth operation of HR services for approximately 2700 staff members, facilitating effective HR management and policy implementation.
Responsibilities
The HR Assistant is responsible for initiating and processing HR transactions within the Global Management System (GSM), including position actions, hiring, contract management (appointments, extensions, separations), and status changes. They provide support to staff regarding entitlements and the use of HR self-service modules. The role involves monitoring HR actions, reporting on transactions, and following up with managers and specialized HR officers to ensure timely processing. Additionally, the incumbent assists in recruitment and selection processes using the Stellis system, including requisition initiation, candidate screening, and onboarding support. They may also hire freelance translators and serve as a backup for team members, covering other portfolios as needed.
Work Experience
A minimum of 5 years of experience in administrative positions is required, with a preference for experience within WHO in personnel-related functions. Experience in interpreting personnel rules and procedures, and administering staff entitlements is essential. In-depth knowledge of WHO rules, regulations, and manual, along with experience in staff entitlements, is highly desirable.
Skills
Proficiency in computer utilization, including expertise in the Global Management System (GSM). Strong knowledge of WHO Staff Regulations and Rules, standard operating procedures, and personnel matters. Excellent communication and teamwork skills, with the ability to respect and promote individual and cultural differences. Ability to produce results and maintain up-to-date knowledge of HR policies and practices.
