Organizational Context
The World Health Organization (WHO) Country Office in the Philippines supports the national immunization program. This role is crucial for strengthening the program by introducing and expanding priority vaccines, aligning with global recommendations and national health priorities. The consultant will work closely with the Department of Health (DOH) and other stakeholders.
Job Purpose
This consultancy aims to provide essential technical and operational support to the Department of Health (DOH) and the WHO in the Philippines for the successful introduction and expansion of new vaccines. The role involves assisting in all phases of vaccine introduction, from planning and development of implementation strategies to execution, monitoring, and evaluation. Key contributions include supporting the development of national plans, training materials, and operational guidelines, as well as coordinating with various stakeholders to ensure high-quality implementation. The ultimate goal is to enhance the national immunization program's capacity to integrate new vaccines effectively, contributing to improved public health outcomes.
Responsibilities
The consultant will support the development and implementation of national plans and operational guidelines for new vaccine introduction and expansion. This includes creating and reviewing technical training materials, operational guidance, monitoring tools, and communication strategies. The role involves coordinating with DOH program managers, regional offices, and partners to facilitate smooth implementation and follow-up of activities. Specific tasks include supporting HPV vaccination expansion, preparing for future vaccine introductions, providing implementation support for workstreams like AEFI preparedness, and documenting relevant evidence. The consultant will also assist in readiness assessments, implementation monitoring, supportive supervision, and field monitoring, as well as planning and executing post-introduction evaluations. Additionally, the role requires preparing technical reports, meeting summaries, and other program documentation, and participating in relevant technical working groups and coordination meetings.
Work Experience
Essential: Minimum of five years of relevant experience in immunization programs, vaccine-preventable diseases, public health, or health systems strengthening at national and international levels. Demonstrated experience in supporting new vaccine introduction, vaccine expansion, or large-scale immunization activities. Experience working with government counterparts, development partners, and international organizations. Experience in developing technical guidance, training materials, implementation plans, and program monitoring tools. Desirable: Experience in field implementation, monitoring, and evaluation activities, including Post-Introduction Evaluations (PIE).
Skills
Strong technical knowledge of immunization systems and vaccine-preventable disease programs. Excellent coordination, communication, and stakeholder engagement skills. Ability to work independently and manage multiple activities simultaneously. Strong analytical and organizational skills. Excellent drafting and reporting skills. Expert knowledge of English (written and spoken).
