International Consultant - Emergency Medical Teams (EMT) Logistics
Organizational Context
The World Health Organization (WHO) Western Pacific Region (WPRO) has invested in building Emergency Medical Team (EMT) capacity in Pacific Island Countries and Areas (PICs). The WHO Health Emergencies (WHE) program aims to build Member State capacity for emergency risk management and coordinate international health responses. WHO/WPRO hosts the regional EMT Secretariat and manages the EMT classification system.
Job Purpose
This consultancy supports the WHO/WPRO Pacific EMT Program 2026–2028, shifting focus to national ownership, quality assurance, and technical stewardship. The role provides remote and on-site logistics support for the Pacific EMT portfolio, concentrating on logistics training, cache management, supply planning institutionalization, and coordination systems. The consultant will offer technical expertise for broader regional and global initiatives and support EMT initiatives during emergency responses, contributing to program targets.
Responsibilities
The consultant will update EMT training packages with a focus on logistics, WASH, and GEDSI, developing tailored training materials and facilitating training for at least 8 EMTs. They will support EMTs in inventory management and readiness assessments, ensuring critical deficiencies are addressed and developing equipment maintenance plans for at least 12 national EMT counterparts. The role involves contributing to regional/global EMT activities, including verification visits, and maintaining a GEDSI lens. Additionally, the consultant will contribute to developing GEDSI-aligned EMT Standard Operating Procedures (SOPs) focusing on logistics integration into national emergency operations and facilitate procurement of GEDSI-aligned cache for EMTs. They will also update M&E plans, track EMT progress, support knowledge management, and provide regular reports. In emergencies, the consultant may support EMT Coordination Cells and provide technical assistance in operational support and logistics.
Work Experience
Requires at least 5 years of relevant professional experience at national and international levels, focusing on health emergency logistics. Experience in developing and deploying as part of an EMT in a logistics leadership role is essential. Demonstrated experience in developing and delivering training for health emergency response, including for EMTs, is also required. Experience with IASC/UN systems, WHO, ICRC, IFRC, MSF, or national emergency response systems is desirable.
Skills
Excellent communication and writing skills in English. Ability to collaborate and coordinate across multiple agencies and countries. Capacity to work in multi-cultural and multi-disciplinary environments. Strong organizational skills, including calendar and file management, version control, and project management. Proficient data management skills, particularly in Microsoft Excel. Strong presentation and public speaking skills.
