National Consultant - Climate Change And Health Institutional Assessment
Organizational Context
The World Health Organization (WHO) Vanuatu Country Liaison Office, in collaboration with the Division of Pacific Technical Support (DPS) and the Vanuatu Ministry of Health, is implementing a project to build the resilience of health systems in Pacific Island Least Developed Countries (LDCs) to climate change. This consultancy supports the Ministry of Health in assessing and strengthening its institutional capacities and policies related to environmental health and climate change.
Job Purpose
This consultancy aims to provide technical support to the Vanuatu Ministry of Health (MoH) under the GEF LDCF project focused on building health system resilience to climate change. The role involves conducting a baseline institutional assessment of the MoH's structure, policies, and legislation concerning environmental health and climate change. Additionally, the consultant will review and update the MoH's Environmental Health Strategy. The ultimate goal is to enhance the MoH's capacity to manage climate-sensitive health risks and integrate climate change considerations into national health policies and guidelines, thereby safeguarding the population's health against climate-related threats.
Responsibilities
The consultant will conduct a baseline institutional assessment of the Ministry of Health's structure, policies, and legislation related to environmental health and climate change. This includes reviewing existing documents and conducting stakeholder consultations to analyze current frameworks and identify integration opportunities. The consultant will also assess existing coordination mechanisms for climate change and health activities and propose strengthening measures. Furthermore, the role involves reviewing the current Environmental Health Strategy and developing a draft of an updated strategy, incorporating climate change and health risk considerations. Finally, the consultant will facilitate a national review workshop for the updated strategy and produce a final assignment report, including all deliverables in English in editable Word and PDF formats.
Work Experience
Essential: At least 2 years of demonstrated experience in policy/legislation reviews, institutional capacity assessments, and development of policy documents. Desirable: Proven experience in reviewing and developing policy documents within government or public sector institutions.
Skills
Policy analysis, technical report writing, climate change and health issues, institutional capacity assessment, stakeholder consultation, organizational skills, communication skills, experience with government and donor institutions, public sector work competence, fluency in English and Bislama.
