Organizational Context

The WHO's Performance, Financing and Delivery (PFD) Department supports countries in achieving universal health coverage (UHC) by strengthening health systems. The department develops and implements reforms to improve access to quality services and financial protection, guided by evidence-based policies and technical support.

Job Purpose

This role provides essential administrative and secretarial support within the WHO's Performance, Financing and Delivery (PFD) Department. The incumbent will manage daily operations, including visitor and telephone reception, correspondence handling, and procurement processes. Key responsibilities involve ensuring smooth workflow, supporting team members with administrative tasks, managing information, and coordinating meetings and travel. The role is crucial for the efficient functioning of the department, enabling it to effectively support countries in their pursuit of universal health coverage through robust health system reforms and delivery mechanisms.

Responsibilities

Manage general office operations, including handling visitors and telephone calls with discretion. Draft, review, and finalize administrative correspondence and reports, ensuring accuracy and adherence to WHO standards. Analyze incoming correspondence, research background information, and highlight action items for professional staff. Oversee procurement processes for goods and services, including initiating requisitions and monitoring payments. Support HR functions by initiating requests for staff appointments and contract renewals. Assist in monitoring project budgets, expenditures, and available funds, and prepare financial reports. Maintain efficient filing systems and perform information searches. Coordinate administrative aspects of meetings, workshops, and travel arrangements, including preparing documents and liaising with participants. Prepare presentations and take minutes for meetings.

Work Experience

Essential: A minimum of 5 years of experience in secretarial or administrative positions. Experience in an international organization or UN system is desirable.

Skills

Strong independent work capability, excellent organizational and office skills, proficiency in note-taking and minute writing, adeptness with various office software packages, knowledge of WHO/UN administrative procedures, ability to multitask and work under pressure, discretion, and tact in communication.
