Organizational Context

The World Health Organization (WHO) Country Office in Lesotho (AF_LSO Lesotho) supports the Ministry of Health in strengthening national health programs. This consultancy role is situated within the Expanded Programme on Immunization (EPI) and focuses on the development of Lesotho's Gavi 6.0 country holistic application.

Job Purpose

The purpose of this consultancy is to provide expert support to Lesotho in developing its Gavi 6.0 country holistic application. This involves leading the situational analysis of the immunization program, facilitating multi-year program planning and costing, and drafting the comprehensive application. The role contributes to securing Gavi funding to enhance immunization services, improve vaccine coverage, address equity gaps, and strengthen the overall health system in Lesotho, ultimately aiming to reduce child mortality and morbidity.

Responsibilities

The consultant will be responsible for several key tasks across three phases. Phase 1 involves an inception meeting, reviewing Gavi 6.0 documentation, and conducting a situational analysis of Lesotho's immunization program, assessing performance across coverage, equity, cold chain, workforce, demand, and surveillance. Phase 2 focuses on multi-year program planning and costing, including stakeholder consultations to identify priorities, develop the 2026-2030 program plan, incorporate VPOP findings, and create a costing and financing framework with equity considerations. Phase 3 involves drafting the Gavi 6.0 application using the official template, developing a results framework aligned with Gavi PAF indicators and national targets, and ensuring all required documentation is included.

Work Experience

Significant experience (e.g., 7+ years) in public health program management, particularly in immunization programs within low- and middle-income countries, is essential. Experience with Gavi applications, strategic planning, program costing, and stakeholder engagement is highly desirable.
