International Consultant - Health Workforce (HWF) Strategic Plan Development
Organizational Context
The Palestinian health system faces significant challenges due to prolonged occupation, fragmentation, movement restrictions, and resource constraints. Health workforce strengthening is a strategic priority for the Ministry of Health to advance Universal Health Coverage and improve essential health service delivery and quality.
Job Purpose
This consultancy aims to support the Palestinian Ministry of Health in developing the nation's first comprehensive National Health Workforce Strategic Plan. This includes creating a costed operational plan and a monitoring framework. The role also involves conducting a Health Workforce and Labour Market Dynamics Analysis to provide an evidence base for strategic decision-making and effective workforce planning, ensuring alignment with national health priorities and Universal Health Coverage objectives.
Responsibilities
The consultant will lead the development of Palestine's National Health Workforce Strategic Plan, including a costed operational plan and monitoring framework. This involves conducting a Health Workforce and Labour Market Dynamics Analysis, performing desk reviews of relevant documents, identifying data gaps, and guiding data collection. The consultant will facilitate stakeholder consultations, prepare draft strategy documents, organize validation workshops, and revise the plan based on feedback. Key deliverables include a comprehensive analysis report and the final strategic plan package, ensuring alignment with WHO Workforce 2030 objectives and UHC dimensions.
Work Experience
Essential: At least 10 years of professional experience in public health and health systems strengthening. 5-10 years specifically in health workforce assessment, labour market analysis, and strategic planning. Experience in fragile or conflict-affected settings is also required.
Skills
Deep understanding of health workforce issues, health labour market analysis, stakeholder engagement, policy development, strategic planning, excellent communication, and analytical skills. Fluency in English is essential; Arabic is desirable.
