Job Purpose
This consultancy aims to conduct a comprehensive assessment of SRMNCH services in the West Bank, focusing on availability, continuity, accessibility, and quality. The consultant will identify critical gaps in service delivery, staffing, equipment, medicines, and health information systems. The role involves mapping affected areas, comparing current services with pre-conflict data, and developing actionable short-term and long-term recommendations. A key objective is to provide a budgeted needs assessment to guide improvements in SRMNCH services, infrastructure, procurement, and health information systems, complementing existing efforts by UNICEF and UNFPA.
Responsibilities
The consultant will develop and submit an inception report detailing their understanding of the assignment, methodology, work plan, and data collection tools. Subsequently, they will produce a combined assessment report evaluating the availability, accessibility, and readiness of SRMNCH services across community, primary, and secondary healthcare levels. This report will identify specific gaps in service delivery, staffing, equipment, medicines, and health information systems. The consultant will also map geographic areas most affected by conflict barriers and compare current service provision with pre-conflict data. Finally, they will present short-term and long-term recommendations, including a budgeted needs assessment for improving SRMNCH services, and deliver a presentation of findings to key stakeholders.
Work Experience
A minimum of 10 years of experience in SRMNCH programming is required. This experience should encompass assessing and improving health service delivery, particularly in challenging humanitarian or conflict-affected contexts. Proficiency in both English and Arabic is essential.
Skills
Proficiency in English and Arabic. Advanced degree in Public Health or Health Systems. Minimum 10 years of experience in SRMNCH programming. Skills in health service delivery assessment, gap analysis, and recommendation development. Experience in humanitarian or conflict-affected settings is desirable.
