Organizational Context
The World Health Organization (WHO) aims to support integrated, people-centered public health approaches across the region. This role contributes to strengthening health systems, promoting equity, and addressing priority public health challenges in line with global and regional strategies, providing technical and advisory support to country offices and Member States.
Job Purpose
The Technical Officer (ETB) provides regional-level technical and advisory support to WHO country offices and Member States to implement global and regional public health strategies and frameworks. This involves promoting integrated service delivery, reducing fragmentation, strengthening preparedness and response capacities, and supporting evidence-informed planning, monitoring, and reporting to improve public health outcomes. The role focuses on advancing public health initiatives, supporting policy dialogue, and ensuring alignment of capacities across priority public health programmes, particularly in the context of the End TB programme.
Responsibilities
Provide input to the regional End TB programme work plan and support coordination and monitoring of public health priorities across countries. Conduct research on End TB topics to facilitate programme development and implementation. Draft, revise, and develop End TB programme guidelines, regional strategies, and frameworks, offering recommendations for policy and health system improvements. Monitor work plans and budgets, including resource mobilization, and track activity implementation by country offices and partners. Analyze data and compile best practices for sustainable public health systems, disseminating findings to inform regional decision-making. Participate in capacity building for public health systems, management, and financing through guidance and workshops. Analyze public health data and outbreak information to identify regional trends and risks, providing technical recommendations for preparedness and response. Serve as a technical resource on End TB and communicable diseases, responding to inquiries and providing detailed information. Plan and coordinate regional technical assistance, advocacy, and monitoring missions, supporting WHO country offices and partners with an integrated systems approach. Monitor and support the alignment of diagnostic, laboratory, surveillance, and service delivery capacities, identifying gaps and recommending corrective actions.
Work Experience
Essential: Minimum of five years of progressive professional experience in communicable disease programs, public health capacity building, policy development, or strategy formulation related to health promotion, preventive measures, investigation, surveillance, preparedness, and control of diseases, with significant experience in TB. Demonstrated international experience is required. Desirable: Experience with regional or intercountry public health programs, or with WHO/UN agencies.
