Organizational Context
The World Health Organization Regional Office for the Western Pacific supports Member States in developing people-centred mental health systems. The region faces significant mental health challenges exacerbated by climate change and disasters, impacting vulnerable populations. WHO is actively working to strengthen country systems, promote evidence-based approaches, and enhance multi-sectoral coordination for mental health and psychosocial support (MHPSS) in these contexts.
Job Purpose
This consultancy aims to provide essential coordination and technical support to WHO's Western Pacific Regional Office for its initiatives on mental health and psychosocial support (MHPSS) in the context of climate change and emergencies. The role will contribute to strengthening country systems, promoting evidence-informed strategies, and supporting scalable interventions. Key contributions include developing technical documentation, facilitating learning activities, analyzing country data, and producing reports to inform regional and national MHPSS programming, ultimately enhancing the resilience of health systems in the face of climate-related crises.
Responsibilities
The consultant will provide coordination and technical support for MHPSS activities related to climate change and disasters. Key responsibilities include developing an inception report and detailed workplan, preparing background materials and reports for regional meetings/workshops, compiling and analyzing country data for situation assessments, and drafting/revising technical briefs and operational documents. The role also involves preparing monthly progress reports and a final consultancy report summarizing achievements, lessons learned, and recommendations. This includes coordinating with external partners and contributing to communication materials.
Work Experience
Essential: Minimum of 2 years of professional experience in mental health, public health, or related fields, with experience in low- and middle-income country contexts. Desirable: Experience with international organizations (UN), supporting multi-country initiatives, programme implementation, coordination, monitoring, evaluation, and statistical data analysis.
Skills
Sound understanding of mental health systems and public health approaches. Strong technical writing and documentation skills. Excellent communication and interpersonal skills. Strong statistical and qualitative data analysis skills. Strong analytical and organizational skills. Ability to work independently and collaboratively. Proficiency in Microsoft PowerPoint and Excel.
