Organizational Context
The WHO office in Samoa serves Samoa, American Samoa, Cook Islands, Niue, and Tokelau as part of the Western Pacific Region. Job Purpose
This role provides essential operational support services to facilitate the smooth functioning of the WHO country office and its programme activities in Samoa. The purpose is to ensure accurate processing of financial and contractual transactions, support procurement and human resource functions, and optimize administrative processes in line with established procedures. By enhancing efficiency, compliance, and client service, the position directly contributes to strengthening WHO's strategic and operational presence at the country level, enabling the organization to effectively support Member States in achieving their health goals and contributing to regional public health initiatives.
Responsibilities
The incumbent will deliver services and transactions in specialized operational areas including procurement, financial management, and human resources. This involves maintaining consistency and compliance with WHO procedures, rules, and regulations. Key duties include processing financial and contractual documents, verifying and clearing payment requests, and preparing contractual instruments. The role also supports HR functions such as contract management, staff recruitment, selection, onboarding, and briefing. Additionally, it involves assisting with procurement processes, from requisitions to supplier management and payments, and organizing administrative support for meetings, workshops, and training, including logistics and material preparation. Identifying areas for process improvement to enhance client service, efficiency, and effectiveness is also a responsibility.
Work Experience
Essential: Minimum of five years of relevant work experience in administrative support services and transactions, including experience in finance, human resources, and/or procurement. Desirable: Experience in administrative support roles within WHO or another UN agency.
Skills
Knowledge of WHO support procedures in financial services, human resources, and procurement. Familiarity with other operational areas like travel administration. Ability to explain administrative procedures. Strong interpersonal skills. Flexibility to manage competing priorities in a fast-paced environment.
