International Project Management Consultant
Organizational Context
The WHO Country Office in Ukraine seeks a consultant to support strategic planning, programming, and resource mobilization. Reporting to the Programme Management Specialist (PMU Lead), this role assists the Health Systems Lead in coordinating strategic and operational plans. The consultant will help ensure the office effectively functions as the lead technical authority in health.
Job Purpose
The purpose of this consultancy is to strengthen programme management and resource mobilization within the WHO Country Office in Ukraine. The role will support the development of strategic plans, assist in proposal and concept development, coordinate donor engagement, and track funding opportunities and programme implementation progress. By ensuring efficient coordination and timely delivery of activities, the consultant will contribute to the office's effectiveness in fulfilling its mandate as the lead technical authority in health, supporting the country's health system resilience and development.
Responsibilities
Key responsibilities include supporting strategic planning and programming activities, coordinating the development and monitoring of office-wide strategic and operational plans, and assisting in the identification and tracking of required activities and resources. The consultant will also draft and revise strategic engagements, such as donor briefs and funding proposals, and coordinate donor meetings, preparing necessary documentation. Additionally, responsibilities involve maintaining updated trackers for proposals and funding agreements, preparing analytical summaries on resource mobilization, and updating project implementation trackers with progress summaries.
Work Experience
Essential: 5 years of experience in knowledge management, SOP development, or process improvement. Experience working with international organizations, particularly in health systems or humanitarian settings. Desirable: Experience with WHO or other UN agencies.
Skills
Performance management cycle skills, knowledge of international reporting standards, strong written and verbal communication, donor engagement, resource mobilization, proposal development, ethical conduct, and confidentiality. Familiarity with WHO planning and reporting processes is desirable.
