Job Purpose
The Public Health Officer (Life Course) will support WHO's country presence by developing, implementing, and evaluating cooperation strategies aligned with national health priorities. This role focuses on strengthening health systems and improving equitable, quality service delivery via primary health care platforms. The position contributes to integrated, people-centred approaches that enhance access to essential health services, strengthen health financing, workforce capacity, and governance, ultimately advancing universal health coverage. The incumbent will provide technical and managerial advice to government and national stakeholders on sustainable, multisectoral strategies for optimal outcomes across key life-course program areas.
Responsibilities
Coordinate and facilitate technical and managerial advice to government and national stakeholders for developing and implementing sustainable, multisectoral strategies and work programs using an integrated life-course and primary health care approach. Develop and monitor work plans and budgets, track activity implementation, and identify corrective actions. Provide technical advice to strengthen country capacity for designing, implementing, monitoring, and evaluating integrated life-course and primary health care programs, including health information systems and data utilization. Enhance data collection, analysis, and use for monitoring life-course conditions and supporting evidence-informed decision-making. Facilitate the adaptation and implementation of evidence-based norms, standards, and guidelines for integrated life-course programming. Document country experiences and best practices to inform policy dialogue and program improvement. Serve as a technical resource for the multi-sectoral integration of life-course programs and mainstreaming cross-cutting themes like health equity. Coordinate the development of information, education, and communication materials to foster community awareness.
Work Experience
Essential: Minimum of five years of relevant experience in supporting national public health programs, including policy and strategy development. Experience in implementing life-course or primary health care programs with government counterparts and stakeholders. Experience providing technical advisory support in resource-limited settings. Desirable: Experience with intergovernmental agencies, UN system, or WHO; knowledge of national partnerships; experience with life course surveillance systems, research proposals, and data interpretation.
Skills
Programme management for public health action plans, programs, and interventions in life course areas (e.g., Primary Health Care, Health Workforce, Health Systems Governance, RMNCAH, Ageing). Skills in coordinating integrated, multi-sectoral public health interventions with stakeholder input. Knowledge of WHO policies and guidelines. Ability to work effectively with national and international partners in capacity building in resource-limited contexts. Excellent oral and written communication for reports and technical documents. Advocacy and communication skills for critical life course messages. Language: Excellent English and local language proficiency.
