Organizational Context

Job Purpose
The purpose of this role is to strengthen health promotion efforts within Guinea-Bissau. This involves developing and implementing health promotion policies and programs, fostering human resource development to address health challenges, and conducting operational research to document best practices. The position will advocate for health promotion interventions, work across sectors to address underlying health determinants, and build partnerships with various stakeholders, including government, non-state actors, and communities. The ultimate goal is to enhance the country's capacity to utilize health promotion strategies for disease prevention, risk factor reduction, and improved community health outcomes, contributing to the overall public health agenda.
Responsibilities
The incumbent will maintain and strengthen multidisciplinary and multisectoral partnerships to combat communicable and noncommunicable diseases. Responsibilities include analyzing public health topics and conducting research to support national plans, technically assisting in monitoring work plans and budgets, and supporting the promotion of 'Health in All Policies'. The role involves analyzing best practices in public health, participating in capacity building for health systems, and utilizing cultural understanding for community outreach. Additionally, the position will contribute to public health reports, collaborate with partners on disease surveillance and evaluation, assist in policy and strategy development, and contribute to Risk Communication and Community Engagement (RCCE) during emergencies.
Work Experience
Essential: A minimum of two years of relevant work experience in public health, disease control program management, or working with national/international organizations in health promotion or development. Desirable: Experience in planning, implementing, monitoring, and evaluating major disease control programs, as well as experience with United Nations or international non-governmental organizations.
Skills
Expertise in public health policies, strategies, and guidelines, particularly in health promotion and determinants of health. Skills in preventing communicable disease outbreaks and health protection through community engagement and multisectoral action. Understanding of country office needs and WHO policies. Ability to conduct research, analyze results, and formulate recommendations. Excellent oral and written communication skills. Ability to build and maintain relationships with national authorities and stakeholders. Basic understanding of Risk Communication and Community Engagement (RCCE).
