The WHO Country Office in Ukraine's Health Information Management (HIM) Unit provides analytical support across programs, focusing on epidemiological surveillance, emergency health information, dashboarding, GIS mapping, and data visualization. This function is critical for situational awareness, monitoring disease trends, and informing decision-making through analytical products derived from multiple data sources.
Job Purpose
The purpose of this consultancy is to support the WHO Country Office in Ukraine by strengthening health information management and analytical capabilities. The role will focus on maintaining routine health information products, enhancing the clarity and consistency of analytical outputs, contributing to event-based surveillance reporting, and developing training materials. This position is essential for providing timely and accurate health data analysis, supporting WHO teams and national partners in monitoring public health trends, responding to emergencies, and making informed strategic decisions within the Ukrainian context.
Responsibilities
The consultant will be responsible for preparing monthly epidemiological updates and weekly health information updates by compiling and analyzing data from various sources, including statistical forms, disease notifications, and open-source information. They will also prepare monthly emergency updates for WHO submission, consolidating validated health information inputs and key analytical messages. Additionally, the role involves generating weekly overviews of event-based surveillance activities, compiling event notification reports, and maintaining the signal and event tracker. The consultant will update and maintain Power BI dashboards and GIS-based analytical products, support training sessions on surveillance and data interpretation, and translate public health profiles. Other tasks include updating weekly bulletins with HIM highlights and providing capacity-building support to national staff on data analysis and visualization.
Work Experience
Essential: 2 years of experience in surveillance, epidemiology, public health data management, health information systems, emergency health information, dashboard development, or GIS mapping at national or international levels. Proven experience in preparing epidemiological updates, analytical briefs, dashboards, maps, or health information products for decision-making. Desirable: Experience with WHO or UN agencies; experience in crisis or conflict-affected settings.
Skills
Essential: Working knowledge of epidemiological disease surveillance, event-based surveillance, emergency health information management, and national medical care standards. Ability to clean, validate, analyze, and communicate public health data. Good drafting, synthesis, and visualization skills. Basic working knowledge of Excel, R (or similar), Power BI, and GIS software (QGIS/ArcGIS). Desirable: Knowledge of the Ukrainian health system; ability to propose innovative technical solutions; excellent communication skills for presenting complex data.
