Organizational Context
The World Health Organization's Division of Pacific Technical Support (WHO-DPS) is seeking a consultant to support the development of a Pacific Climate and Health Investment Brief. This initiative is part of the Australian Centre for Disease Control (CDC) led Pacific Climate and Health Resilience Package (PCHRP). The role focuses on translating technical economic and financing information into a policy-oriented product for key stakeholders.
Job Purpose
The purpose of this consultancy is to develop a Pacific Climate and Health Investment Brief. This brief will present a compelling investment rationale for climate-resilient health systems in Pacific Island Countries (PICs). It aims to translate complex economic and financing data into accessible narratives and actionable recommendations for governments, development partners, climate finance entities, and donors. The ultimate goal is to support investment prioritization for climate and health initiatives, addressing the growing threat of climate change to health systems in the region.
Responsibilities
The consultant will conduct a rapid desk review of economic data on climate-sensitive health risks and the benefits of investing in resilient health systems. This includes analyzing the economic burden of climate-sensitive health outcomes, costs of inaction versus adaptation benefits, and cost-effectiveness of interventions. The role involves reviewing key regional documents to identify priority adaptation options and existing financing provisions. The consultant will develop indicative costings for priority investment areas and conduct a financing landscape analysis, identifying gaps and opportunities. Finally, the consultant will develop a concise, policy-oriented investment brief tailored for various stakeholders, and any necessary supporting technical annexes.
Work Experience
Essential: Minimum of 5 years of relevant professional experience in health economics, economic analysis, or health financing. Demonstrated experience in developing policy briefs, donor briefs, investment cases, or strategic financing documents. Desirable: Experience communicating complex technical and economic findings to non-technical audiences and familiarity with climate finance mechanisms.

Strong analytical and report writing skills; Ability to synthesize technical evidence into policy narratives; Excellent communication skills; Ability to work independently and manage multiple deliverables; Knowledge of economic evaluation methodologies (cost-benefit, cost-effectiveness, ROI); Understanding of climate change and health issues.
