Organizational Context

The World Health Organization (WHO) Country Office in Ukraine is operating amidst a protracted war that severely impacts the health system and millions of people, particularly in frontline and eastern/southern/northeastern regions. In 2026, the focus is on sustaining essential services in government-constrained areas, ensuring access for vulnerable populations facing challenges like inadequate shelter, water, heating, and healthcare. The Health Cluster, in collaboration with national and local partners, supports the Department of Health and the Centre for Disaster Medicine.

Job Purpose

This consultancy supports the Health Cluster's operational activities under the 2026 Humanitarian Needs and Response Plan (HNRP) in Ukraine. The role is crucial for strengthening coordination, ensuring consistent reporting, and supporting effective implementation of health interventions at the subnational level. By fostering close collaboration with partners, the consultant will enhance the Health Cluster's capacity to deliver timely, targeted, and life-saving health assistance to the most vulnerable populations in high-risk areas. This involves maintaining relationships with key actors, facilitating information exchange, and gathering/disseminating data to support area-based coordination and overall humanitarian response effectiveness.

Responsibilities

The consultant will be responsible for updating and sharing the daily presence roster of cluster partners weekly. They will attend bi-monthly HOCG convoy planning meetings, recommending vulnerable locations for humanitarian convoys. Translation of 2-3 pages of cluster documents weekly from English to Ukrainian, including infographics, is required. The role involves providing written material for Public Health Information materials, producing two designs monthly. Updating the contact list of active partners monthly and conducting 10 orientation sessions for new partners on cluster tools are key duties. The consultant will proactively collect information weekly to support decision-making, compile and present summary briefs at six bi-weekly subnational health cluster meetings, and participate in monthly meetings with oblast health departments. They will also join two partner supportive supervision visits monthly, provide verbal translation during face-to-face meetings as needed, and discuss three support opportunities monthly with local volunteers/civil society. Sharing monthly health cluster bulletins and activity reports with oblast authorities and health departments, producing four reports/minutes monthly from partner meetings, and collecting/archiving monthly feedback from monitored partner projects are also required.

Work Experience

A minimum of 2 years of relevant experience in public administration (especially the health sector) or external relations is essential. Previous humanitarian experience and experience in coordinating health partners are also required. Experience in communication, social media, monitoring, reporting, and working within the Ukrainian humanitarian response is desirable.

Skills

Essential skills include expert-level knowledge of the Office suite and online platforms (SharePoint, Google Drive, Teams), exposure to data collection tool design (e.g., Kobo Toolbox), good analytical and statistical skills, extreme flexibility, ability to work under pressure and meet tight deadlines, and the capacity to work autonomously. Strong analytical and report writing skills in English and Ukrainian, interpersonal communication skills, teamwork, representation abilities with administrations and health representatives, and experience organizing online meetings/conferences are also crucial. Knowledge of 'ActivityInfo' is desirable. Excellent Ukrainian and English language proficiency (reading, writing, speaking) is essential; Russian is desirable.
