Organizational Context
The World Health Organization (WHO) Country Office in Hanoi, Viet Nam, is seeking a National Consultant to support the management of Non-Communicable Diseases (NCDs). WHO is actively involved in reducing the burden of NCDs in Viet Nam, which are the leading cause of death. This role will contribute to adapting and implementing NCD management models at the primary healthcare level.
Job Purpose
The purpose of this consultancy is to provide technical support for the management of Non-Communicable Diseases (NCDs) at the primary healthcare level in Viet Nam. The role will focus on monitoring the implementation of the existing NCD management model for hypertension and diabetes, strengthening the Online NCD Reporting (ONR) system for better progress measurement, and assisting the Viet Nam Administration of Disease Prevention (VADP) in revising clinical guidelines. The ultimate goal is to enhance the coverage and effectiveness of NCD management services, contributing to the reduction of NCD-related mortality and morbidity in the country, aligning with national health development programs.
Responsibilities
The consultant will monitor the implementation of the NCD management model for hypertension and diabetes in selected provinces, collaborating with public health institutes and the VADP, and produce detailed implementation reports. Responsibilities include strengthening the Online NCD Reporting (ONR) system in coordination with the National Health Information Center and VADP to track patient and facility-level progress, generating periodic reports from ONR data. Additionally, the consultant will support the VADP in revising clinical guidelines for NCD management, delivering a draft of these guidelines. The role also involves facilitating and coordinating the monitoring of the NCD model implementation by VADP in five provinces, ensuring regular data tracking and reporting mechanisms are in place, and producing quarterly progress reports.
Work Experience
Essential: At least 4 years of relevant experience in public health programs. Desirable: Familiarity with health information systems and software application, experience in health data interpretation, data analysis, and program performance monitoring. Clinical experience in general or internal medicine and previous experience with non-communicable diseases or working with WHO are also desirable.
Skills
Essential: Written and spoken English and Vietnamese. Desirable: Project management skills.
