Organizational Context
The WHO Regional Office for Africa (WHO AFRO), through its Health Systems and Services Cluster, is enhancing research governance and evidence dissemination. This initiative aligns with the Fourteenth General Programme of Work (GPW14) to accelerate progress towards Universal Health Coverage and SDG 3. Efforts include establishing a WHO AFRO Public Health Journal and revitalizing the Research Ethics Committee to address gaps in research representation and utilization in the region.
Job Purpose
This consultancy aims to provide critical technical and operational support to WHO AFRO's Research, Digital Health and Innovation (RDI) Unit. The role is essential for finalizing and operationalizing the new WHO AFRO Public Health Journal, a key platform for amplifying African research and policy-relevant evidence. Additionally, the consultant will support the reactivation and functioning of the WHO AFRO Research Ethics Committee (REC) and advance regional research governance and coordination efforts. This contribution is vital for strengthening evidence systems, enhancing ethical oversight, improving knowledge translation, and ensuring evidence-informed decision-making across Member States, directly supporting GPW14 objectives.
Responsibilities
Key responsibilities include providing dedicated technical and operational support to the RDI Unit. This involves finalizing the agreement with BMJ Publishing Group and assisting in the establishment of the editorial board for the WHO AFRO Public Health Journal. The consultant will coordinate the official launch of the journal at the 76th session of the WHO Regional Committee for Africa in August 2026. Furthermore, the role entails supporting work related to research governance within WHO AFRO and its Member States, and providing general support to other activities within the Research Unit. This includes contributing to the revitalization and operational functioning of the WHO AFRO Research Ethics Committee (REC) and strengthening broader research governance mechanisms across the region.
Work Experience
Essential: Minimum of 7 years of experience in health research and research systems. Desirable: Experience with scientific publishing, editorial processes, and managing peer-reviewed journals in a regional or international context.
Skills
Strong knowledge of health research systems, research governance, and ethical review processes. Expertise in scientific writing, editorial standards, and journal management. Familiarity with WHO/UN research governance frameworks and digital publishing. Effective communication and diplomatic engagement with diverse stakeholders. Experience in coordinating multi-stakeholder initiatives and providing training in ethics and publication practices.
