Data Manager
Organizational Context
The World Health Organization (WHO) is dedicated to global polio eradication, aiming to interrupt poliovirus transmission worldwide and integrate eradication infrastructure into public health systems. This role is within the WHO Representative's Office in Somalia, contributing to these critical public health objectives.
Job Purpose
The Data Manager will provide essential technical support for polio eradication initiatives, specifically focusing on the management of data related to Acute Fliality Paralysis (AFP) surveillance, Supplementary Immunization Activities (SIA), and Expanded Programme on Immunization (EPI). This involves defining, developing, and deploying data collection processes, systems, and tools. The role is crucial for maintaining the data management system, training national staff, conducting rigorous data analysis, and producing reports to inform decision-making and ensure the progress of polio eradication efforts in Somalia.
Responsibilities
Lead and support data management for AFP surveillance, SIA, and EPI, including system development and deployment. Maintain the data management system and train national staff on its usage. Conduct weekly analysis of surveillance data, validate cases, and provide feedback to field teams. Monitor the implementation of recommendations from reviews and advisory groups. Prepare and submit consolidated surveillance reports. Perform quarterly risk assessments for polio transmission. Support data quality assessments and manage mobile data collection tools like KoBo Toolbox and ODK. Mentor national and zonal data managers. Produce information products such as bulletins, situation updates, charts, and infographics. Analyze campaign data, present findings, and follow up on action points. Strengthen national and subnational data repositories and implement data governance activities.
Work Experience
A minimum of 5 years of relevant experience in health data management and database administration, with a focus on providing analysis and reports for decision support, is required. Experience in the Eastern Mediterranean region, with UN or international organizations, and in polio eradication program data management is desirable.
Skills
Knowledge of information management in complex emergencies and outbreak response. Ability to identify issues, analyze health data and trends, and contribute to problem resolution. Proficiency in data collection and analysis using various methods. Strong conceptual, analytical, and evaluative skills for research and analysis. Ability to use various research sources, including electronic databases. Skill in applying judgment, planning work, and managing priorities. Conscientious and efficient in meeting commitments and achieving results. Persistence in overcoming challenges. Expert knowledge of English. Intermediate knowledge of French and Arabic is desirable.
