Organizational Context
The Health Systems, Access and Data division supports universal health coverage and SDG targets through equitable and resilient health systems. The team focuses on building regulatory capacity in Member States to ensure access to safe, effective medical products. This involves developing and maintaining policies, methodologies, and tools for assessing national regulatory systems and promoting regulatory cooperation.
Job Purpose
This role provides technical leadership and managerial support within the Regulatory Systems Strengthening program. The purpose is to ensure efficient and effective activities related to regulatory cooperation, convergence, harmonization, networking, and reliance. The position involves developing health policies and strategies, advising on technical capacity building, and managing program objectives through effective team, financial, and work planning. It also includes leading research, monitoring and evaluation, and serving as a technical reference point for UN agencies and stakeholders to advocate for and implement regulatory system strengthening initiatives globally.
Responsibilities
Provide technical leadership and managerial support in Regulatory Systems Strengthening, including regulatory cooperation, convergence, harmonization, networking, and reliance. Develop and propose technical health policies and strategies, collaborating with Regional and Country Offices, and advise on strengthening technical capacity. Manage program objectives by overseeing a team, financial resources, and work planning to optimize deliverables. Conduct research on best practices and disseminate information for capacity building. Manage monitoring, evaluation, and reporting of key performance indicators. Serve as a technical reference for peers, UN agencies, and stakeholders. Liaise with and leverage partnerships to influence global and national policies. Represent the program area in meetings to advocate for regulatory systems strengthening and capacity building.
Work Experience
Essential: Minimum of 10 years of professional experience in medical product regulation, regulatory cooperation, convergence, harmonization, reliance, and work-sharing at regional or international levels. Experience working with low- and middle-income countries, developing health and regulatory policies, managing human and financial resources, and international experience. Desirable: Experience leading or coordinating regulatory system audits/benchmarking, familiarity with WHO guidelines and international standards, and knowledge of WHO regulatory strengthening, harmonization, networking, convergence, or prequalification programs.

Skills in planning and coordinating multidisciplinary public health programs. Strong abilities in developing and establishing policies and strategies. Excellent skills in managing diverse teams and financial resources. Good resource mobilization skills. Ability to engage and communicate effectively and diplomatically with external partners. Commitment to effective collaboration. Expertise in medical product regulation and understanding of WHO policies. Ability to work with experts and networks at national, regional, and international levels.
