Roster Of Consultants On NTD Health Systems Integration (supply Chain, Health Financing, Integrated Service Delivery, HMIS/Elmis %26 Integrated Disease Surveillance)
Organizational Context
The Expanded Special Project for the Elimination of Neglected Tropical Diseases (ESPEN), hosted by the WHO Regional Office for Africa, supports Member States in accelerating progress towards NTD Roadmap 2021–2030 targets. It emphasizes sustainability, country ownership, and health system integration. As countries shift from vertical to integrated service delivery, ESPEN seeks to build a Roster of Consultants to provide specialized technical expertise for NTD program integration into core health system functions.
Job Purpose
The purpose of this roster is to identify, pre-qualify, and retain a pool of technical experts experienced in health systems strengthening related to NTD programs. These consultants will be rapidly mobilized to support country assessments, document best practices, develop tools and guidance, and provide implementation support for integrating NTDs into national systems. This includes strengthening institutional and technical capacity at the country level. Consultants may be contracted for short-term, deliverable-based assignments based on program needs and funding availability, working closely with WHO Country Offices and national stakeholders to ensure effective NTD program integration and sustainability.
Responsibilities
Consultants will provide technical assistance for the integration of NTD programs into national health systems. This includes expertise in supply chain management for PC-NTD medicines, alignment with national strategies, and integration with eLMIS. They will support the integration of NTD indicators into national Health Information Systems (HMIS), such as DHIS2, and optimize data flows. Support will also be provided for designing integrated service delivery platforms, including campaign integration and transition to routine models. Additionally, consultants will contribute to integrating NTD surveillance into Integrated Disease Surveillance and Response (IDSR) frameworks and strengthening post-elimination surveillance. They will also assist in embedding NTDs into national planning, budgeting, and health financing frameworks, analyzing financing flows, and supporting domestic resource mobilization strategies.
Work Experience
A minimum of seven years of progressively responsible professional experience in health systems strengthening or public health programs, with a focus on low- and middle-income countries. Demonstrated experience supporting the integration of disease-specific programs or commodities into national health systems is required, specifically in areas such as health information systems (HMIS, DHIS2), supply chain management (eLMIS), integrated service delivery, or disease surveillance (IDSR). Proven experience working with Ministries of Health is also essential.
Skills
Strong understanding of national health systems and decentralized service delivery. Familiarity with DHIS2, eLMIS, IDSR, and national planning/budgeting processes. Knowledge of M&E frameworks for health systems strengthening and NTD programs. Ability to analyze complex systems and provide actionable recommendations. Excellent analytical, writing, and facilitation skills. WHO competencies include Teamwork, Communication, Producing Results, and Building Partnerships.
