Job Purpose
The Operations Officer is responsible for optimizing the implementation of WHO's global health mandate, specifically for Poliomyelitis Eradication in Somalia. This involves establishing and monitoring effective management, administration, and supportive policies, systems, and services. The role aims to foster a collaborative working environment, ensure prompt financial and program execution, and facilitate the efficient distribution of resources. By providing comprehensive administrative and managerial support, the incumbent contributes significantly to WHO's leadership in international health initiatives within the country, ensuring operational efficiency and compliance with organizational standards.
Responsibilities
Plan, recommend, and implement administrative systems for human, financial, and material resources, including monitoring and evaluation. Ensure financial transactions comply with regulations and timely reconciliation of imprest accounts. Formulate budgetary estimates, plan, organize, and monitor budget allocations. Provide managerial and administrative support for WHO collaborative programs, including proposal development and implementation monitoring. Deliver human resources services such as forecasting needs, recruitment coordination, training, and performance management. Lead procurement processes for country office services and technical programs, ensuring value for money. Oversee asset management and reporting. Coordinate with UNDSS for security compliance and incident reporting if a Field Security Officer is not present. Supervise IT support services and local office infrastructure management. Guide and supervise the Country Office administration team, optimizing performance and fostering partnerships.
Work Experience
Essential: Minimum of five years of relevant experience, including at least two years of international exposure and staff supervision. Desirable: Previous administrative or program experience within WHO or another UN agency, preferably in a developing country. Experience with Result-Based Management is also advantageous.
Skills
Ability to work collaboratively with government and international officials. Capacity to perform under pressure and exercise sound judgment independently. Proficiency in administrative and management principles (HR, Finance, Budget, Logistics, Procurement, Security). Knowledge of enterprise resource planning systems. Skills in program formulation, design, and research development. Strong teamwork, communication, self-management, resource utilization, and team empowerment capabilities. Expert knowledge of English.
