National Consultant - Qualitative Research And Coordination For Drowning Prevention, WHO Country Office, Viet Nam
Organizational Context
The World Health Organization (WHO) Country Office in Viet Nam is collaborating with Johns Hopkins University on a multi-country case study to document drowning prevention intervention pathways. Viet Nam, selected as a pathfinding country, faces approximately 2,000 child and adolescent drowning deaths annually despite significant progress in prevention strategies over the past two decades.
Job Purpose
This consultancy aims to support qualitative research activities for a drowning prevention case study in Viet Nam. The role involves coordinating and implementing research to document implementation experiences, identify barriers and enablers, and capture lessons learned from existing drowning prevention interventions. The consultant will contribute to understanding the effectiveness and pathways of these interventions, aligning with WHO technical guidance and supporting Viet Nam's ongoing efforts in child injury prevention and control. The ultimate goal is to provide evidence-based insights that can inform future strategies and policies for reducing drowning deaths in the country.
Responsibilities
The consultant will conduct qualitative research, including desk reviews of relevant policies and program documents, stakeholder mapping, and conducting key informant interviews. Responsibilities include developing a detailed work plan and timeline, finalizing interview guides and data collection tools in consultation with WHO and JHU, and compiling interview notes and transcripts. The role involves synthesizing findings on implementation pathways, barriers, enablers, and lessons learned, and finalizing a comprehensive report package based on technical feedback. Coordination with WHO, JHU, and relevant Vietnamese ministries is essential throughout the process.
Work Experience
Essential: At least 10 years of professional experience in public health, injury prevention, or health systems. Experience in qualitative research, stakeholder consultations, key informant interviews, and desk reviews is required. Experience working with government agencies or international organizations is also essential. Desirable: Experience in drowning prevention or child injury prevention, and supporting implementation research studies.

Essential: Strong coordination and stakeholder engagement skills. Strong qualitative research and analytical skills. Ability to synthesize technical information into concise reports. Ability to work independently and meet deadlines. Expert knowledge of Vietnamese and English languages.
