Organizational Context
The WHO Security Services aim to ensure the safety and security of personnel and property, operating within the UN Security Management System. The focus is on risk management to enable program delivery, rather than risk aversion. This involves analysis, mitigation, and implementation of security measures, providing a cost-effective and efficient security presence across all organizational levels.
Job Purpose
The Field Security Officer's primary purpose is to ensure the safety and security of WHO personnel and property in operational areas. This role supports program delivery by managing security risks, conducting assessments, and recommending improvements. The officer will liaise with UN security bodies, undertake missions to assist staff in unsafe areas, and provide analysis on security situations. They will also maintain records related to hazardous duty stations, residential security, and Minimum Operational Security Standards (MOSS), and deliver security training to staff at both headquarters and field levels.
Responsibilities
The Field Security Officer is responsible for reviewing and recommending improvements to security and safety situations across WHO operations. This includes frequent liaison with UNDSS for information exchange and enhanced staff security. The role involves undertaking missions to assist staff in unsafe areas and conducting field security assessments to advise on managing daily security challenges. Responsibilities also encompass maintaining country security files for trend analysis, providing security situation analysis, managing records of hazardous duty stations and the Malicious Acts Insurance Policy, maintaining a database of residential security measures, and keeping MOSS records up-to-date. Additionally, the officer will participate in security-related meetings and provide security training.
Work Experience
A minimum of 7 years of experience in disaster management, risk management, or security within public or private sectors (national security, military, police, or corporate) is required. This must include at least 3 years of experience within the United Nations Security Management System. Direct field experience in international contexts, such as UN system organization field operations or peacekeeping operations, is also essential.
Skills
Proven analytical skills, knowledge of the UN security management system, and relevant military or police training are required. Knowledge of WHO field operations and an investigation background are considered assets. Core competencies include Teamwork, Respecting and promoting individual and cultural differences, Communication, and Moving forward in a changing environment. Expert English and intermediate French language skills are essential.
