Job Purpose
This consultancy aims to support Socialstyrelsen (Sweden) and WHO in developing strategic capability and workforce plans aligned with evolving Swedish government requirements. The role involves detailed analysis of current health system arrangements and the development of capability models for diverse regional health provisions. The objective is to enhance seasonal planning through a systems and resilience-based approach, ensuring patient safety, workforce sustainability, system-wide coordination, adaptive capacity, and continuous learning. The consultant will facilitate workshops, conduct system mapping, and produce frameworks to improve understanding and management of seasonal variations in healthcare delivery.
Responsibilities
The consultant will provide support to the WHO Policy Advisor on HRH in formulating strategic solutions with Socialstyrelsen. Key responsibilities include conducting detailed analysis of current health system arrangements and supporting the development of capability models for regional health provisions and data. This involves facilitating one to two multi-stakeholder workshops, mapping system pressures and responses related to seasonal variations, and producing a summary framework for understanding these variations. The role also requires identifying areas for improvement in seasonal planning, ensuring alignment with core principles of patient safety, workforce sustainability, system-wide coordination, adaptive capacity, and learning.
Work Experience
Requires at least 10 years of experience managing and working with population, demography, health, or large datasets for a governmental organization or a related entity. Additionally, 3-5 years of experience with international organizations in similar capacities is needed. Experience or knowledge of the Swedish Health system is beneficial.
Skills
Expert knowledge of English. Familiarity with MS SQL databases, writing SQL queries, and working with databases. Excellent knowledge of statistical analysis and ability to use appropriate software. Experience with data provision to the ‘European Health for All’ database or analyzing indicators for population health monitoring. Aptitude for troubleshooting and detail-oriented work. Demonstrated ability to perform in a fast-paced environment. Experience managing, transforming, and handling large datasets. Excellent oral and written communication skills. Knowledge of statistics, regression, or other predictive methodologies is a plus.
