Organizational Context
The WHO Global Service Centre (GSC) in Kuala Lumpur provides administrative support worldwide, covering HR, payroll, procurement, and IT applications. The Centre Support Office (CSO) ensures swift and reliable service delivery to GSC and IDT-KL staff, focusing on budget, finance, administration, HR, business operations, and medical services. This role is within the Administrative Services of the Centre (ACS).
Job Purpose
This role supports the Operations Specialist in managing security and emergency procedures within the WHO Global Service Centre. Key responsibilities include maintaining Standard Operating Procedures (SOPs), reviewing security situations, coordinating training for wardens and security personnel, and managing staff information databases for safety and security reporting. The position also involves issuing access badges, liaising with external agencies, and assisting with communication materials and event planning to enhance the Centre's visibility and internal community spirit.
Responsibilities
Maintain and update security and emergency Standard Operating Procedures (SOPs), including fire and safety evacuation plans. Review and recommend improvements for security and safety situations. Manage fire and zone warden rosters and oversee related training. Update staff information databases and prepare reports for UNDSS. Manage SMS broadcasting systems and conduct communication tree exercises. Issue badges and access cards, maintaining records in the HID Badge System. Liaise with UNDSS, government agencies, and private organizations for security information. Coordinate investigations into security issues. Verify and test surveillance and access control systems. Create communication materials for various platforms, update social media content, and assist with media outreach and event planning. Initiate and follow up on procurement actions for goods and services.
Work Experience
Essential: Minimum of 5 years of relevant experience in premises security. Alternatively, 4 years with a first-level university degree or 3 years with an advanced university degree. Desirable: Experience within WHO or another international organization, in a multicultural environment, and with social media systems.

Thorough knowledge of office procedures and WHO policies. Ability to work with government agencies. Results-oriented with good interpersonal and communication skills. Tact, diplomacy, good judgment, discretion, and respect for confidentiality. Analytical skills for interpreting data. Ability to draft correspondence and meeting summaries. Good computer skills.
