National Consultant To Support The Development Of NCD - NSP
Organizational Context
Non-Communicable Diseases (NCDs) are a major global health challenge, disproportionately affecting low- and middle-income countries. In Rwanda, NCDs cause approximately 57% of annual mortality, presenting a dual challenge alongside communicable diseases. The Government of Rwanda, through the Ministry of Health and Rwanda Biomedical Centre, has committed to NCD control via the 2020-2025 strategy. As this period concludes, a new strategy for 2026-2030 is needed to align with national frameworks like HSSP V and NST2.
Job Purpose
This consultancy aims to evaluate the effectiveness of Rwanda's National NCD Strategy and Costed Action Plan (2020-2025) and subsequently develop a new, comprehensive, and costed National NCD Strategy and Action Plan for 2026-2030. The process will be guided by principles of inclusivity, sustainability, scalability, and equity, ensuring alignment with national health priorities and transformation agendas. The role involves extensive stakeholder engagement, data analysis, and strategic planning to address the growing burden of NCDs and their risk factors, ultimately contributing to reduced premature mortality and improved public health outcomes in Rwanda. The new strategy will operationalize health goals within the National Strategy for Transformation (NST2) and mitigate the economic impact of NCDs.
Responsibilities
The consultant will conduct a thorough evaluation of the 2020-2025 NCD strategy, assessing its relevance, effectiveness, efficiency, impact, and sustainability. This includes reviewing relevant documents, conducting stakeholder interviews, and facilitating validation workshops. Based on the evaluation findings, the consultant will draft the new National NCD Strategy (2026-2030), ensuring alignment with HSSP V and NST2, and covering the full continuum of care for major NCDs and their risk factors. Key tasks include analyzing the impact of the 4x4 Health Workforce Development Reform, developing a resource mobilization and sustainability strategy, strengthening multisectoral coordination, and creating a detailed, costed multi-year action plan using tools like the WHO OneHealth Tool. A robust Monitoring and Evaluation framework will be developed, integrating with the national HMIS. The consultant will also facilitate a national consultative workshop for validation and finalize the strategy and action plan for approval.
Work Experience
Minimum of five years of senior-level experience in public health program management, specifically in developing, implementing, or evaluating national health strategic plans. Demonstrable extensive experience in Non-Communicable Diseases is required. Proven success in developing national health strategies, preferably in East Africa, through consultative processes is essential. Expertise in costing health interventions and developing costed action plans, including proficiency with tools like the WHO One Health Tool, is necessary. Experience in designing and implementing M&E frameworks for large health programs is also required.
Skills
Exceptional analytical, strategic thinking, and conceptual abilities. Excellent facilitation and communication skills for leading high-level workshops. Outstanding English writing skills for producing high-quality technical documents. Strong understanding of health systems strengthening, primary health care integration, and multisectoral action for health. Familiarity with the Rwandan health system (HSSP V, 4x4 Reform, NST2) is a strong asset.
