Job Purpose
This role supports the WHO Guinea Bissau Country Office's objective to promote Universal Health Coverage (UHC) by strengthening primary healthcare. The Integrated Service Delivery Officer will provide technical and coordination support to the Government of Guinea Bissau in developing and implementing evidence-based health policies, strategies, and plans. The position contributes to ensuring accessible, affordable, and quality health services for all citizens, with a focus on equitable access for vulnerable groups and the efficient management of health systems and resources.
Responsibilities
Key responsibilities include leading and supporting health strategy and policy development, including monitoring and trend analysis, and establishing norms and standards. The role involves supporting the design and organization of primary healthcare-based health systems to improve UHC and ensure people-centered services. It also includes contributing to the fight against health inequalities, promoting the inclusion of vulnerable groups, and supporting the development and training of health professionals. The position will also focus on planning and implementing technical activities for integrated health services, strengthening health information systems, supporting national pharmaceutical policy, and enhancing resource management. Collaboration with stakeholders, resource mobilization, and effective teamwork are essential components of this role.
Work Experience
Essential: Minimum of two years of progressive national or international experience at a senior, scientific, or technical level in health systems development, integrated health services delivery, or health policy and planning. Desirable: Prior experience with WHO, other UN agencies, or international organizations, and experience in health sector analysis, evaluation, consensus building, and report production.
Skills
Sound knowledge of public administration reform. Proven skills in policy development, planning, monitoring, and evaluating health systems. Ability to provide technical advice and guidance to stakeholders. Demonstrated ability to innovate, synthesize, and communicate complex ideas. Capacity to monitor and report on progress. Expert knowledge of Portuguese; intermediate knowledge of English and French is desirable.
