Organizational Context
The World Health Organization (WHO) in Mali is working to strengthen the health information system. The current system is fragmented, with varying data standardization, interoperability, and quality. This limits integrated analysis and decision-making. The role supports the Ministry of Health and Social Development in improving data governance and strategic use, crucial for planning, emergency response, and resource mobilization.
Job Purpose
This consultancy aims to enhance Mali's health information management system by addressing fragmentation and improving data quality and interoperability. The consultant will support the Ministry of Health and Social Development in integrating various data sources, establishing target architectures, and developing functional prototypes for an integrated health database. Key objectives include improving reporting capabilities for partners, implementing analytical dashboards, and ensuring technical documentation and knowledge transfer to national teams. The ultimate goal is to provide reliable, consolidated health information to guide planning, emergency response, advocacy, and resource mobilization efforts within the country.
Responsibilities
The consultant will be responsible for mapping and validating health data sources, systems, and flows, identifying gaps and redundancies. They will design and validate a target architecture and integrated data model, including conceptual and logical models, interoperability standards, and governance frameworks. A functional prototype of an integrated health database will be developed, incorporating reporting requirements for partners (vaccination, emergencies, equity, disaggregation). The consultant will also implement priority analytical dashboards for surveillance, vaccination, and emergencies, provide technical documentation, and transfer knowledge to WHO and national teams. Finally, they will deliver a consolidated, optimized integrated database and a sustainability strategy with a 12-month roadmap.
Work Experience
Essential: Minimum 5-10 years of experience in designing and implementing health information systems. Experience with epidemiological surveillance systems and health data is required. Experience in humanitarian contexts or low-resource countries is also necessary. Desirable: Experience with WHO systems (DHIS2, integrated surveillance, GAVI reporting) and integrating multi-source data with interoperability.
Skills
Data architecture and modeling (conceptual and logical), health system interoperability, data governance and quality, data analytics and visualization (e.g., Power BI), strong analytical and writing skills, ability to work in multi-stakeholder environments. Fluency in French (Expert) and intermediate to expert level in English is required.
