The World Health Organization (WHO) is implementing the Acute Care Transformation through Basic Emergency Care (ACTxBEC) initiative across several African countries, including Rwanda. This initiative aims to scale up Basic Emergency Care (BEC) training to strengthen health systems and improve access to integrated emergency care services. The role is crucial for ensuring effective delivery and alignment with national priorities and global standards.
Job Purpose
The purpose of this role is to lead and provide technical support for the implementation and monitoring of the Acute Care Transformation through Basic Emergency Care (ACTxBEC) initiative in Rwanda. This involves overseeing the planning and rollout of activities across participating health facilities, coordinating training, mentoring, supervision, and facility-level engagement. The position contributes to strengthening Rwanda's health systems towards universal health coverage by improving access to essential emergency and critical care services, aligning with WHO's mandate and global health goals. The role ensures smooth implementation and measurement activities, generating evidence on training effectiveness and service readiness.
Responsibilities
Coordinate the ACTxBEC initiative's intervention and research activities with WHO multi-country and headquarters teams. Conduct regular visits to participating health facilities for oversight, support, and data management. Facilitate contracting and liaison with service providers and data mentors for implementation and data collection. Support the coordination of subnational coordinators, trainers, and data collectors. Provide direct technical support for implementation and data collection activities, monitoring progress, and troubleshooting issues. Ensure timely facility-level data reporting and contribute to national research ethics proposals. Support national governance structures and mandatory reporting to funders and stakeholders. Assist the Ministry of Health and partners in facility identification, enrollment, and readiness assessments. Ensure compliance with national research governance and ethics. Support the development of technical documents and scientific articles. Perform other related duties as assigned.
Work Experience
Essential: Minimum of 5 years of clinical experience. Demonstrable experience in health-related data management. Desirable: Training and experience in public health and epidemiology. Scholarly publications in emergency and trauma care. Working experience with WHO.
Skills
Extensive knowledge of clinical emergency and trauma care. Excellent written and spoken English. Ability to write clear and concise documents. Ability to work effectively with partners. Results-oriented. Knowledge of public health and epidemiology. Good computer literacy and ICT knowledge. Good organizational and coordination skills. Excellent analytical and writing skills. Good communication skills (oral and written). Ability to work in multicultural and multidisciplinary settings.
