The World Health Organization (WHO) Country Office in Viet Nam, specifically the Universal Health Coverage and Disease Control (UHC-DC) Team, is seeking a National Consultant. This role will support the Viet Nam Administration of Disease Prevention (VADP) in evaluating the national Non-Communicable Diseases (NCD) strategy and developing a new NCD model for the upcoming National Target Program.
Job Purpose
The National Consultant will provide crucial support to the Viet Nam Administration of Disease Prevention (VADP) under the supervision of the WHO Technical Officer for NCDs. The primary purpose of this role is to contribute to two key initiatives: first, the comprehensive evaluation of the implementation of the National Strategy on NCD prevention and control for the 2015-2025 period, assessing achievements and lessons learned to inform the subsequent strategy for 2026-2035. Second, the consultant will assist in developing a robust NCD model for the implementation of the National Target Program (NTP) on Health Care, Population, and Development, focusing on its integration into commune health stations. This involves drawing upon past experiences and expert input to create a sustainable and effective model for NCD management at the primary healthcare level, and to select initial provinces for its rollout.
Responsibilities
The consultant will undertake a literature review to develop and test evaluation tools for the national NCD strategy. They will collect and analyze provincial reports, synthesize data, and draft an evaluation report, incorporating expert feedback. For the NCD model development, the consultant will review existing NCD services and management guidelines across Vietnam's health system. They will draft a list of NCD services and essential requirements for their delivery at commune health stations, and subsequently develop a comprehensive NCD implementation model. This includes defining criteria for selecting initial implementing provinces, conducting site visits if necessary, and producing a final summary report of all activities and deliverables.
Work Experience
Essential: Minimum of 10 years of experience in public health, with specific experience in Non-Communicable Diseases (NCD) management at the commune health station level. Desirable: Experience in Monitoring and Evaluation (M&E), development of national health legislation or guidelines on NCD prevention and control, and prior experience working with the WHO.
Skills
Proficiency in written and spoken English and Vietnamese is essential. Experience in public health, NCD management, M&E, and health policy development is required.
